Each year Volunteers of America Southwest transforms the lives of over 8,000 vulnerable individuals and families through over 20 unique programs in San Diego, San Bernardino, Riverside, and Imperial Counties.  Our skilled professionals and volunteers serve homeless veterans with disabilities, assist adults in addiction recovery, care for seniors and those suffering from mental health challenges, and serve children with unique educational needs. Job Opportunity: 

The Director of Addiction Services is responsible for performing administrative oversight of two Residential facilities, a residential detoxification program, centralized intake and the personnel management and supervision of clinical services. The Director of Addiction Services must operate in accordance with the standards set by the organization, regulatory agencies and contract requirements and work within the guidelines, policies and mission of the organization.


Required Credentials, Abilities and Experience: 


  • A Master's Degree from an accredited college or university;
  • Knowledge of business and management principles involved in planning, resource allocation, human resources modeling, leadership techniques and coordination of people and resources.
  • Eight (8) years of professional experience in a management role, ideally in a rapidly evolving clinical or healthcare institution
  • Knowledge of relevant evidence-based practices, including but not limited to motivational interviewing, and trauma informed care
  • High level of knowledge and understanding, especially as it relates to Drug Medi-Cal, Medically Assisted Treatment, Dual Diagnosis connecting programs to funding, creatively generating other resources, and building strategic health care partnerships


  • Highly organized and ability to wear multiple hats in an ambiguous, fast-moving environment; a driving force who manages toward clarity and solutions
  • Logic and reasoning skills to identify the strengths and weaknesses of alternative solutions, conclusions or approaches to problems.
  • Strong problem solving and group work leadership skills
  • Understanding of Medical billing
  • Motivating, developing, and directing people as they work, identifying the best people for the job.
  • Experienced user of Microsoft office products
  • Experience in the use of ServicePoint, CalOMS, ARMS or similar online information management or reporting tools
  • Ability to quickly learn how to use an online data management system

Essential Functions and Responsibilities:

  • Manages the business enterprise of residential treatment programming (inclusive of detoxification, clinical services, long term residential, intake/screening, aftercare)
  • Oversees the contract compliance and performance benchmarks associated with all contracting agencies
  • Develops and Monitors annual budget for all cost centers in addiction services; oversees orders and expenses in line with budgeted cost centers
  • Provides a high level of clinical expertise regarding severe and prolonged mental illness, and substance abuse disorders through supervision, consolidation, and program development for Residential Programming.
  • Creates, monitors and maintains processes for all contractual agreements, accreditation standards and licensing regulations including but not limited to Department of Health Services (DHS), San Diego County Department of Behavioral Health (A/D), and CARF.
  • Maintains and implements clinical best practices that incorporate the Recovery Philosophy with direct implications to staff, clients, family, and community development.
  • Demonstrates expertise in clinical leadership by developing and directing admissions, continued services, and discharge processes for residential programs, with focus on utilization and fiscal stability.
  • Ensures that quality clinical services are provided to clients in a timely manner.
  • Facilitates and participates in Agency Management Meetings and ad hoc work groups in effort to carry out the mission of Volunteers of America Southwest.
  • Provides in-service trainings within individual programs and departments and through larger Agency meetings on an annual basis as necessary.
  • Identifies, creates, and improves program policies and procedures for identifying necessary policy additions, developing new policies, overseeing annual review of departmental policies.
  • Monitors and maintains positive outcome measures as defined by the license regulations, program funders, regulators, and agency quality assurance processes.
  • Monitors clinical quality assurance through staff evaluations, assessment of educational and training needs and supervision of each of the therapeutic programs.
  • Consistently monitors and enforces appropriate and required staffing pattern. Consistently monitors program turnover to ensure vacancies are filled in an appropriate timeframe.
  • Coordinates the provision of excellence in quality services of addiction and mental health care by acting as a liaison to municipal, the county, private, community, and partner agencies as necessary.
  • Consults with Division Director of Behavioral Health, Medical Director, and Psychologist regarding addiction and mental health needs regarding risk management.
  • Develops and collaborates, with the Agency Leadership team, new or revised programming in compliance with the mission and vision of Volunteers of America Southwest.
  • Responds to after-hours calls, for evenings, weekends, and holidays as needed.
  • Participates in the efforts to advance the agency in marketing the services as needed.
  • Perform any other duties as assigned by the Division Director, Chief Operations Officer and/ or the Corporate President.
