JOB OPPORTUNITY:

Under the general supervision of the Program Director, the Program Manager directly supervises program staff and volunteers. Supervises casework and service activities involving assessing service needs and providing required or requested services and necessary referrals for residents. Responsible for review and standards of all documentation and updating in resident files. Assures compliance with all grants, contracts, and Volunteers of America policies and procedures.  The Hawley Veterans Services Center is in El Cajon, CA.

DUTIES

Client Services

1.Management and oversight of contracts and facility operations.

2.Maintain progressive documentation and tracking in resident files.

3.Maintain all casework and other related documents per Volunteers of America's VA and HUD and other contracting requirements.

4.Maintain or ensure all data is inputted into the HMIS system for HUD contracts

5.Ensure all reports to contractors are delivered on time and accurate

6.Responsible for identifying and recording physical and/or emotional needs of residents and assisting them with appropriate resources.

7.Ensure 100 occupancy of residential placements

8.Ensure facility is maintained at high standards of cleanliness and repair

9.Assist program participants to secure alternate housing, employment, school and financial assistance.

10.Responsible for reporting and submitting incident reports relating to residents.

 

Program Supervision

1.Maintain all casework and other related documents per Volunteers of America's and contract requirements.

2.Ensure internal program reviews are conducted regularly for quality assurance.

3.Review and submit invoices.

4.Complete and submit to required monthly reports.

5.Maintain effective partnership with community resources to ensure client census is maintained..

6.Attend/represent facility at RCCC and VA meetings when needed.

7.Assist Human Resources department to recruit qualified staff.

8.Schedule, train and supervise staff and volunteers.

9.Assist with appropriate training program for staff, to ensure required training of all staff and volunteers, within budgeted funding limits.

10.Maintain safety, security and cleanliness standards as outlined in Volunteers of America's policies and procedures.

11.Report and complete all paperwork associated with illnesses or injuries that may be work-related. Notify program manager

12.Conduct monthly fire drills and quarterly disaster drills.

13.Schedule and assess volunteer activities.

 

QUALIFICATIONS

1.A minimum of a BA degree (or similar) and three to five (3 to 5) years related experience or specialized training with three (3) years related experience in a Social Service setting.

2.Must be 23 years of age.

3.Must possess a valid California Drivers License.

4.Must demonstrate the knowledge of and, and meet regulations as set forth by the Department of Housing and Urban Development and Veteran's Administration on residential services and CalOsha requirements.

5.Must have experience in rapid rehousing, transitional housing and permanent housing placement, Veterans services, and residential facility operations

6.Must acknowledge adhere to all Volunteers of America's policies and procedures.

7.Must demonstrate the ability to communicate effectively both orally and in writing.

8.Must have knowledge Volunteers of America's safety, security and cleanliness practices.

9.Must have ability to assess conditions and causes of need for assistance of persons requesting emergency and/or disabled services.

10.Must demonstrate competency for contract implementation, compliance and evaluations.

11.Must have ability to prepare sound and concise case histories, appraisal needs and assessment plans, written goal plans, reports and other requested documents.

12.Must have knowledge of protection and placement techniques related to the population served.

13.. Must meet the eligibility requirements for the 1st Aide & CPR certifications and Food Handlers Card.

14.Must possess the ability to communicate effectively with residents, doctors and social workers.

15.Must be able to access and use Windows, Word Excel and Office Network
